The Gerolamo Gaslini Foundation approves a further allocation of 10 million euros for the construction of the new Gaslini, bringing its contribution to 20 million euros

Genoa, 03.08.2023. The Board of Directors of the Gerolamo Gaslini Foundation was held this morning in the presence of the President Archbishop Mons. Marco Tasca and all the councilors.

In light of the forthcoming definition of the tender for the assignment of the works for the construction of the “Nuovo Gaslini”, the president Monsignor Marco Tasca has proposed the provision of a further loan of ten million euros in capital account , in order to increase the percentage of non-repayable public funding, thus decreasing the burden of the concession fee that will be borne by the Giannina Gaslini Institute starting from the delivery of the “Zero Pavilion” scheduled for June 2026.

“The contribution of the Gerolamo Gaslini Foundation is once again fundamental, as it always has been in the history of the Hospital, for the realization of this fundamental renovation work. We are grateful to our archbishop Monsignor Marco Tasca, President of the Gaslini Foundation and to the entire Council for the trust placed in us, which allows us to begin the work of transformation and relaunching the hospital in the necessary time” declared the President of the Institute Giannina Gaslini, Edoardo Garrone , on the sidelines of the Board of Directors of the Gaslini Foundation.

Following the public notice, resolved by the Board of Directors of the Gaslini Institute on 21 February 2022, and the three proposals received on 31 August of the same year, at the end of the comparative procedure, it was identified as preferable by the Board of Directors of the Institute the offer of the RTI (temporary business grouping) CMB , Cooperativa Muratori e Braccianti di Carpi, which will form the basis of the tender.

The operation carried out by the Giannina Gaslini Institute which is configured as a Public Private Partnership with a public initiative (PPP), was identified as a contractual solution capable not only of integrating public resources, but also of reducing critical risks such as higher costs, greater construction times, as well as interference between construction site and clinical continuity.

“ The “Nuovo Gaslini” initiative has a total financial value of approximately 164.4 million euros of which 37 million , equal to 22% of the overall cost, to date have been raised through public funding without obligation to repay . This includes the 10 million euros already approved on 9 July 2021 by the Foundation itself, to which are added the 10 million PNRR, the 6.5 million pursuant to law 67/88, the 1.8 million assigned by the Liguria Region following the publication of the public notice and the rest comes from disposals of the Institute’s real estate assets. The remaining portion of costs, equal to 127.4 million euros, is covered by private financing , the remuneration of which will take place with a concession fee that will commit the Institute for 19 years ” explains the general director of the Giannina Gaslini hospital, Renato Botti .

“The intention of the Gerolamo Gaslini Foundation is to guarantee maximum support for the Institute’s innovation project by increasing the public contribution in the capital account, so that the Institute can be relieved of an important portion of the fee during the full management phase concessionaire ” explains Piergiorgio Alberti , Vice President of the Gerolamo Gaslini Foundation.

THE NEW GASLINI
The polyclinic that will arise from the complex transformation underway is a city of health, capable of further improving the effectiveness and safety of care for young patients and the work and training experience for the entire community of operators, students , families, associations who experience the hospital every day. The new Gaslini responds to the needs of a modern integrated hub with high technological intensity, based on an organizational model for care platforms and homogeneous departmental work and study areas, organized according to the principle of intensity of care and technological complexity. A job that interprets and collects the indications of the health workers who work there and the families who frequent it. Greater efficiency in the management of healthcare activities will be achieved, thanks to a single integrated hub (Hall ZERO, 15, 16, 17, 18) which obviates the current fragmentation of healthcare services across multiple buildings .

The functional organization is based on the separation of paths, with the dual objective of improving efficiency in the use of healthcare personnel and in the provision of services to the patient. The new configuration will allow the adoption of an internal organization that is easily adaptable to different management needs and a dynamic healthcare service delivery logic, in line with the evolution of healthcare.

A hospital that will open to students with a University Campus , and to the neighborhood with a company nursery and sports spaces. Gaslini has already defined the timing of the operation: the construction site will begin by the summer of 2023 and the hospital will be ready by June 2026. Whoever wins the tender (by 31 May 2023) will secure the concession of services for 19 years, which will be the core business of investors. The tender involves the demolition of pavilions 7 and 8, the redevelopment of spaces inside the citadel and the subsequent construction of a guesthouse for families and students .

THE GEROLAMO GASLINI FOUNDATION
The Gerolamo Gaslini Foundation was founded in 1949 at the behest of Senator Gerolamo Gaslini , already founder and financier in 1931 of the construction of the Giannina Gaslini pediatric hospital, inaugurated in 1938. The aim of the Foundation is to donate its income and, if necessary, , their assets, to the care, defense and assistance of infancy and childhood and in particular to the strengthening of the Giannina Gaslini Institute.

The following are part of the Board of Directors of the Gaslini Foundation: the Archbishop of Genoa, Mons. Marco Tasca as President; 3 members appointed by the President himself – Prof. Avv. Piergiorgio Alberti , Vice President, Dr. Lorenzo Ricci and Dr. Carla Sibilla ; the President of the Giannina Gaslini Institute, Dr. Edoardo Garrone ; the President of Confindustria Genoa, Dr. Umberto Risso ; the President of the Genoa Chamber of Commerce, Dr. Luigi Attanasio ; 1 member appointed by the First President of the Court of Appeal of Genoa, the lawyer Luigi Cocchi currently President of the Genoa Bar Association. Dr. Paolo D’Attilio President, Dr. Mario Bozza and Mario Pacciani are part of the Board of Auditors .

The headquarters of the Foundation is his home in the Villa Canali Gaslini in Corso Italia 26 which, in addition to hosting the offices, is now also used by the Gaslini Institute for events, courses and seminars. The Foundation’s assets are mainly made up of real estate properties in Genoa, Turin, Milan, Trieste and the Agricultural Society Fondi rustici Montelabate, in Umbria, including an ancient Abbey dating back to the year 1000. The majority of the assets derive from the management of the real estate assets. of the Foundation’s revenues (85%).
